India Parliament Panel Proposes Tough Nuclear Bill

August 18, 2010

Parliamentary group on Wednesday recommended changes to the bill to the opening of India’s $ 150 billion nuclear power market, including the triple burden of accidents and increased liability cover for private providers.

The group formed the government after the political opposition to the bill, presented its recommendations to Parliament on Wednesday.

He proposed a bill that would facilitate the entry of firms in the U.S. company General Electric and Westinghouse Electric, a subsidiary of Toshiba Corp in Japan, to fix the limit of liability on the state operator in the $ 320 million.

The recommendations, if accepted, would mean higher costs for private firms through higher premiums, but would clarify the policy, which will help expedite the projects.

The original bill was capped liability of about $ 110 million for the state operator of the reactor without placing any load on the compensation of private suppliers and contractors.

“It was an attempt committee to the bill in accordance with the expectations of India in terms of adequacy and timeliness of compensation and allow the Indian nuclear industry will grow by not unduly burden” the panel said in its report.

The bill is important for private companies, whose liabilities are not guaranteed by the governments of these countries, as is done by the governments of Russia and France. Compensation claims from a nuclear accident could have been the bankruptcy of a private company.

Bill personal support of Prime Minister Manmohan Singh, whose 2008 deal with former U.S. President George W. Bush ended India’s isolation in the world nuclear market.

The Government seeks to ratify the bill and the alignment of nuclear entry for global companies, including from the United States until November Obama’s visit to India.

1 killed In Latest Police Firing,Indian Kashmir

August 3, 2010

Government troops in Indian Kashmir opened fire on hundreds of people protesting the rule of New Delhi in the Himalayan region, killing one person and wounding at least five men Tuesday for a few weeks of civil unrest continues.

The troops opened fire on demonstrators on the road near Srinagar, the main town in Kashmir, when they began a campaign against Indian rule in violation of the strict curfew, police said. One person was killed and one wounded in the shooting, the officer said, speaking on condition of anonymity because he was not authorized to speak to the media.

At least 41 persons were killed over the past seven weeks in street clashes between protesters and Muslim paramilitary Hindu dominated government.

Angry young Kashmiris attacked security camp with stones and set fire to police stations. Government forces responded by introducing a curfew and the use of live ammunition and tear gas to disperse the demonstrators.

Recent unrest in Kashmir – divided between India and Pakistan and claimed by both – like the late 1980′s, when protests against the government of New Delhi led to armed conflict, which has since claimed 68,000 lives, mostly civilians.

Shortly after the shooting on Tuesday, protests erupted in the area with residents chanted slogans “Go India!” Back “and” We want freedom “.

Hundreds also ignored the curfew in the western town of Kashmir Budgam and held a protest march. Government forces fired live ammunition and tear gas to disperse the demonstrators, wounding four people, the officer said.

Tens of thousands of armed police and paramilitary soldiers patrolled the deserted streets of Indian Kashmir, and warned residents to stay indoors.

The police officer said that the army is also patrolling the main roads in the region to stop the protesters, blocking them.

the top elected official of Kashmir, Omar Abdullah, reiterated his appeal for calm and reviewed the situation with the military, police and intelligence soon after returning from a meeting Monday with Prime Minister Manmohan Singh in New Delhi.

Abdullah and Singh discussed ways to resolve the crisis and restore normal life in Kashmir, officials said.

Last week, local authorities asked two retired judges to investigate the deaths of demonstrators, but the move failed to calm the young Kashmiris.

India and Pakistan have fought two wars over control of Kashmir since they gained independence from Britain in 1947.

Separatist politicians and militants in Kashmir reject Indian sovereignty over the area and want to carve out a separate homeland or merge with predominantly Muslim Pakistan.
